Please check following steps
- Proper settings are installed ( Settings can be obtained from your service provider) - Your GPRS service should be connected in the system of your service provider (in the billing system)
if those steps are OK, then you would able to use internet

It is important for you to know that before you can use internet services on your phone, you have to subscribe to your network's provider internet service. This is also known as packet data. There are different ways of doing this depending on the network which you are using.
Below are the different ways that you can do this.
1. You can call the customer care and ask them to send you the GPRS and multimedia settings or configuration to your phone.
2. You can visit the value added services page of their website and see if there are any other methods specified by the network themselves.
Which ever method you choose, you have to save the message that would be sent to you containing this GPRS and multimedia configurations and immediately after saving it by going to options and selecting save, you would be asked to set it as your default setting and select yes.
After doing this, you should be able to make use of your internet services on your phone.
Hope this was helpful? Please comment for more information and thank you for using fixya.

When i insert my new simcard and attempting to surf the web,it always says,"subscribe to packet data first"....while my old sim is always working in my nokia 6070 when surfing the two...

the one with the "subscribe to packet data first" means that you need to see your service provider. the fact that the other one works does not mean that automatically the other one should also work.

Your service provider may need to sign your other sim card for internet browser first.
just take a trip to your service provider office and things should be ok from there.

good luck

Subscribe to packet data first..

Here is what to do : In opera mini check what type of connection is been set . There are to types [HTTP , SOCKET] . Just try to switch between them and you'll solve the problem . For me [SOCKET] is always better , because [HTTP] takes long time to load a page . If that didn't solve the problem , then in the phone , go to SETTINGS and make sure that all applications are allowed to use your preferred access point as default for Applications .
your rating is very important for me , that's why I've helped you .

good luck .
