    In my case Outlook 2007 would not open at all. All that would happen was that it would start and then shut down and leave an error message. Microsoft, in response to my query suggested to go to the Control panel and then create another mail profile and then open outlook with the new profile so that it will not automatically shut down and then once it is open use that opportunity to import the old .pst file. However in my case since the .pst file was left open when Outlook shut down incorrectly, the file could not be imported saying the file is being used by another process. This option also did not work and then I was advised to use a backup copy of the .pst file which i frtuntely found as a shadow version created becuase of a restore point i had created 12 hrs before the problem occured. Thus i lost a few emails. I think the main reason was that my .pst file is about 7 GB becuase i have emails since 1995. Also I do regular backups, but this is becoming more and more problematic though and takes a long long time.

I juts got this problem. Nothing worked, except finding the file (location is in the error message) and trying to rename it. The system told me it was in use.
I was able to find and kill the processes (Excel and a messenger app) using a file unlocker utility.
I have a feeling this would be just as easily resolved by the stadard 'switch it off and switch it back on again.'

Step 1: run the the MSOffice diagnostic tool (that is in programes - microsoft office - tools) and see if this can pick up the problem

if not, usualyy starting outlook should iniciate a scan/repair to your PST file, it will take some time depending on its size.

if all fails, repair outlook by reinstalling it again assuming you have a legal copy

    You need to archive your mail folders, then export both your mail and archived data into 2 pst files, then back in outlook keep only your most recent emails and delete the rest, 7 GB of PST is enormous and enough to cripple any computer.



    did you try to start outlook in safe mode?


    1. Click Start, point to All Programs, and then point to Microsoft Office.
    2. Press and hold the CTRL key, and then click outlook

    3. export your PST file

    4. close, restart the computer and start outlook normally

    as for the file is being used by another process, it happens so often that there is anther instance of outlook is running even when the main program is not running, you can disable it from task manager in processes tab

Try this, sometimes you can get outlook to boot into safemode and then do a backup of your pst, uninstall outlook and reinstall, then import from your pst. Use User-Initiated Safe mode To start a Microsoft Office program in User-Initiated Safe mode:

  2. Press and hold the CTRL key, and then click the name of the Microsoft Office program that you want to run.

At the command prompt, use the /safe option when you start the program.
To stop User-Initiated Safe mode, exit the program then start it again normally.

This should be a one time action, after running the PST files should be okay. If it happens repeatedly, that means the file is still corrupt, or Outlook does not close properly.

So:
- when you close Outlook make sure to wait for it to close before shutting down the computer.
- try copying the PST file(s) to a different disk/folder, delete the old ones and then copy them back to make sure the files are not corrupted.
- if required, create a new PST file, copy all content of your current PST to it and then rename the old PST. In the account settings, point mail delivery to your new PST file.

To work around this issue, you need to reinstall your Microsoft Office Outlook. Reinstalling the Outlook will set a fresh copy of all the system files and will solve out the problem.

Hope this solves it for you! Here's the official word from Microsoft:
If you receive one or more of these error messages, you may experience performance issues until Outlook finishes the reconciliation process for the .ost file or for the .pst file. The following gear icon is displayed in the status bar while Outlook checks the data file in the background: Collapse this imageExpand this imageol2007gearicon.jpg When this icon disappears, the .pst file or the .ost file is reconciled. If you exit Outlook while the gear icon is present, reconciliation must restart the next time that you run Outlook. We recommend that you leave Outlook running until the gear icon disappears before you exit Outlook.

An incorrectly shut down .ost file or .pst file may occur for one of the following reasons:
  • Antivirus scanning of the file
  • Forced Microsoft Windows shutdown before the Outlook.exe process shuts down completely
  • Outlook add-ins
If you see this issue frequently, and you have to exit Outlook shortly before you shut down your computer, it may be better to shut down Windows while Outlook is still running. We recommend that you do this instead of exiting Outlook and then shutting down Windows shortly after that.

When you try to start a Microsoft Office 2007 or Microsoft Office 2003 program, you may receive the following error message or an error message that is similar to the following:

Error 25090. Office Setup encountered a problem with the Office Source Engine, system error: -2147023836. Please open SETUP.CHM and look for "Office Source Engine" for information on how to resolve this problem.

CAUSE
This behavior occurs when the following conditions are true:

* Two people installed Office on the same computer.
* Both installations were completed by using the AllUsers="" parameter to set the installation for the installing user account only.
* When both people were prompted to remove files that were copied locally at the end of Setup, both people did not remove the files.
* One of the two people removed Office.

RESOLUTION
To resolve this behavior, start the Setup program for Office. To do this, follow these steps:

1. Insert the Microsoft Office 2003 CD in your CD drive or DVD drive.
2. If the Setup program does not start automatically, locate the Setup.exe file on the CD, and then double-click the file to start Setup.
3. After the Setup window appears, cancel Setup, and then respond to the prompts to exit Setup.

Note: You do not have to complete the Setup program. Setup fixes the error condition when it is first invoked.
