I had a similar experience after upgrading my RAM. When you reset your CMOS and have default settings maybe you should check if your RAM timings are correct. I could not get mine to load with both sticks in until I fixed the timings from the default settings.

SOURCE: PC Cannot Boot
"0x000000F4: CRITICAL_OBJECT_TERMINATION One of the many processes or threads crucial to
system operation has unexpectedly exited or been terminated. As a
result, the system can no longer function. Specific causes are many,
and often best resolved by a careful history of the problem and the
circumstances of the error message" - so it doesnt say anything !
- check u;re harddisk for errors (i see that some people that had the same error, had hardrive issues.). It cand be the harddrive beacouse u're comp stops at the Detecting IDE drives ...
- try doing a BIOS update! To go into BIOS settings read the manual ... "del" doesn't work with all computers !!!
- but i susspect that u're problem is overheating components ! Probably the processor or the motherboard chipset ! Check to see if the processor gets hot ! (with software, or just keep u;re hand on the cooler and see if it gets hoter than it should ). Do the same for the chipset ! (chipsets run preaty high in temperature, so it;s ok to be hotter than the processor!).

I got a chance to check on that memory part number. Most of the sources that I ran across were outside of the USA (and there were very few of them). Was this memory purchased from an online vendor or over the counter at a brick and mortar store?
Here's the thing - I can't find any listings for this memory module on ebay which is odd because generally you can find anything by punching its part number into ebay and a lot of the time you get more detailed specs on the part thru ebay than you would thru a regular web search. I did determine that the specs you posted were pretty much right but I couldn't get any more advanced specs than what you provided.
You may want to source a diffrent module(s) for your unit using the specs I posted a link to before and going with the PC3200 mods. Just make sure you match the CL and voltage detailed for your machine.
I wish there was a better answer for you but if I can't verify the validity of the memory you're trying to use than I have to recommend going with a different module altogether.
Post back here with your progress on this, I'll be curious to see how it turns out.
