When the CPU overheats then it will shut down (i.e. thermaloverload) and won't boot up again until it has cooled down. If this is theproblem is not fixed then the CPU will eventually fail.
A faulty fan causes the problem or the fan and heat sink assembly are cloggedwith dust.
Check the CPU fan to see if it spins freely, if not replace the fan.
If the fan and heat sink is clogged with dust the remove the dust and make surethe vents are clear and dust free. Use a can of compressed air to do this.

When I turn on my dell 5150 desktop it freezes at the dell splash screen

Hi,
If the screen freezes at the DELL logo then there might be an issue with the hard-drive of the system .
It might be an issue with the drive is not recognized by the system. Please contact the manufacturer if the system is under warranty.

Should my fan run all the time on desktop dimension

Yes, the computer case fan, and the Power Supply fan should run constantly.

If this is in reference to a Dimension 5150, there is one computer case fan in the front. This fan pushes air through a plastic tuned port, (Shroud), onto the Heatsink, which sits on top of the Processor.

http://support.dell.com/support/edocs/systems/dim5150/en/sm/index.htm

The above link is to Dell Support, and the Service Manual for the Dimension 5150.
Technical Overview shows the inside of the computer.

Processor's have a thermal limit. Once they exceed this thermal limit, or temperature, the Processor turns off. (BIOS turns it off)
This is a Fail safe feature built-in to keep the Processor from burning up.

Desktop computer fans run all the time, unlike laptops.
However the fans should not run at full speed all the time.

If your desktop computer fan sounds like a 'jet engine' constantly, there may be internal hardware problems, for one.

1) It may be that the thermal paste has dried up.

The top of a Processor's case, and the bottom of a Heatsink are not perfectly smooth.
There are 'Pits, Hills, and Valleys'.

The above mentioned imperfections cause a void. This void is an air pocket.
Air is an Insulator, not a Conductor.

Thermal paste fills these voids, and is an excellent conductor of heat. Transfers the heat from the top of the Processor's case, to the bottom of the Heatsink.

Example of a typical Heatsink/Fan combo,

http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3451342&CatId=493

The Heatsink is the finned aluminum looking object under the fan.
(The Dimension 5150 does not use this kind of Heatsink/Fan setup. I included the link to show a typical Heatsink. The front computer case fan, pushes air through a plastic shroud which encases the Heatsink, in a Dimension 5150)

Solution is to Thoroughly clean the top of the Processor's case, and the bottom of the Heatsink, and correctly apply fresh, new thermal paste. (Average cost of thermal paste for this application is $6)

[NOTE*
Observe Anti-Static Precautions!]

2) If the inside of the computer is dirty, as well as the inside of the Power Supply, this will also cause the cooling fan/s to race at high speed.

Solution is to use a can, or two of compressed air for computers, and clean the inside of the computer, (Especially the fins on the Heatsink), and the inside of the Power Supply.

[Again, observe Anti-Static Precautions]

My Dell Inspirion 5150 will not turn on. The Battery, gleen light is on. When I press the power button the fan starts and the computer appears to try to start for 5 seconds and then dies. Any ideas?

The Inspirion 5150 is a wonderful computer. reseat the memory chips it should fix it. or else. you cna run the hardware test. to run the hardware test. turn off the computer and then press the Fn key on the keyboard hold it down and then turn on the computer. the computer will go into diagnostic boot where it will test all the components. and you cna release the fn key then. it will tell you which h/w part has gone bad. i think its a motherbaord, but you can try to reseat the memory may be it will fix it.
how to reseat the memory? click here to see how to reseat all the components in 5150. Good luck.

PNY memory

Hi

Dell Dimension 5150 supports DDR2 400MHz (PC2-3200) and DDR2 533MHz (PC2-4300) unbuffered SDRAM Memory (DIMM). You may install a total of four DIMMs in capacities of 256MB, 512MB, or 1GB. The maximum memory supported is 4GB.

From your query, I think the obvious question is; What is specification of the PNY DIMM and/or does the PNY DIMM meet the requirements for Dimension 5150?

Check for memory configuration and installation procedures for Dimension 5150 - http://support.dell.com/support/edocs/systems/dim5150/en/sm/parts1.htm#wp1364711

The Chipset used on Dimension 5150 is Intel 945G Express. I am not aware of specific compatibility issues regarding the Intel 945G and PNY Memory modules. However, there may really be known issues that I am not aware of.

To proceed, ensure that the PNY Memory is compatible with Dimension 5150. If not, install compatible (memory type, speed, capacity) DIMMs.

Let me know if further help is needed.

If you replace with the same motherboard that's in already, that would be easiest for you.

But if you use a different one, you'll have to re-activate Windows, and download and install new device drivers.

Dell Inspiron 5150 contact problem

Without looking at your laptop, it is hard to tell.It could be a bad solder joint or loose part inside.
Here is the manual for your 5150:
http://support.dell.com/support/edocs/systems/ins5100/en/sm/index.htm
You can look at the place where you apply pressure, and should be able to tell what the problem is.
