The battery voltage is still under 10V (for a 12V battery) or 5V (for a 6V battery) after 2 hours of charging.
Could be caused by trying to charge a 6V battery on a 12V setting or charger, or the battery could be bad, have it checked or replaced.
The charger cannot desulfate
The battery could not be desulfated, have it checked
The battery was unable to reach the "full charged" voltage.
Could be caused by trying to charge a large battery or bank of batteries on too low of a current setting or the battery may have a shorted cell. Try again with a higher current setting or have the battery checked or replaced.
The connections to the battery
The battery is connected backwards. Unplug the charger and reverse the connections to the battery.
The charger was unable to keep the battery fully charged in maintain mode.
The battery won't hold a charge. Could be caused by a drain on the battery or the battery could be bad. Make sure there are no loads on the battery. If there are remove them.
If there are none, have the battery checked or replaced.
The charger detected that the battery may be getting too hot (thermal runaway).
The charger automatically shuts the current off if it detects the battery may be getting too hot or the battery may have a shorted cell. Have the battery checked or replaced.

You may have a failing capacitor on the secondary side of charger power supply circuitry. The output voltage will be low or have a lot of ripple; this would cause the error detected. Pictured below is a bad electrolytic capacitor next to several good ones (this is not from a battery charger). Notice how the top is bulged upward instead of being flat - it indicates pressure caused by the capacitor burning out.
There are other failures that could cause this error code, but this one is highly probable.
I just had same code. I took off rear cover and unplugged a rubber cap at the end of a long skinny group of a few wires. looks like a charging wire kinda. and unplugged the main plug. I did not unplug the two larger battery plugs. when I plugged them back in firmly everything was back to normal.
Phil the red means battery is low and the green is a speed limit code because of the low battery if you have charged your batteries and you still get the red then you need to check the charger after charging all night does the yellow light on the charger turn green? if when you first plug in the charger if the red light is on and the other light is green then there is a problem with the wiring or connection to the batteries from the charger and you aren't charging the batteries. if when you plug the charger in and you get a red and yellow light then the charger is working but you don't ever ge a green light and the battery level gauge is still showing red then you need to replace the batteries Hope this helps
1) battery plates are sulfated, meaning they have a buildup of lead sulfate on the battery plates. Try charging the battery using the "Recondition" button on your charger. If this does not correct the problem then it may be option 2:
2) Open cell in battery. Have battery tested at an auto parts store and be ready to buy a new battery. An open cell means the battery is no longer usable.
If the BIOS cannot ID the charger, the battery will not be charged.
There is a fine wire in the middle of the canon plug to the computer, that sends an ID of the adapter to the BIOS. If that pin is bent or broken, then the system will be powered, but the battery charger is disabled. If another AC adapter for a Dell D-series is available, see if the issue goes away with diferent adapter. If no adapter is available, they are <$50 on Ebay.
If you replace the AC adapter, and the issue still occurs, then you'll need to replace the motherboard.
