Make sure everything is working, I.E. compressor, fans. Now I need to know if the freezer shuts off at 14 degrees, or does it continue to run without making temp. If it shuts off, then the first place to look is the thermostat. It may be out of calibration. If it continues to run, then the solution may be as simple as cleaning the condenser coil. or the defrost has malfunctioned somehow. Defrost probleams will cause excess ice on the inside coil. You may need to remove the panels to see how much ice is on it. It sounds like the compressor is good, as it is pretty cold. Just not cold enough. A deep freeze should be at least 0.

It might be freezing normally but that doesn't mean that compressor's motor isn't overheating due to lack of freon or mechanical problems on motor itself. Better not risk a fire and let someone experienced check the compressor's motor. Overheating is never a good sign.
SOURCE: Chest freezer - hose adaptor?
That would depend on the size of the freezer. If it's a compact 5-7 cubic feet, then its not necessarily needed, but if it is a large freezer I would recommend buying the hose adapter. The basic function for the hose adapter is draining the water after defrosting the freezer.
So if it's a large freezer that will not be moved, then YES by all means, you need the adapter.
