Question about Frigidaire FRS23KF7AB Side by Side Refrigerator
The ice maker in this side by side fridge freezer quit working a few months ago I purchased a new icemaker unit and installed it thinking this was the problem however still no ice my water outlet works but their is no water going into the icemaker any Ideas

That on/off arm...you should be able to move it and it will likely make a small click when the switch goes on or off. That arm controls the ice making. There is also a float, is it working freely? It has a switch too. Ultimately, the water is controlled by a solenoid valve. It may be defective. Many of these units are removable to test the switches with a multimeter. Turn off the water and remove to test. Some parts are available...some parts are by the unit only.

If the frost build up is on the back panel of the freezer then it has a defrost problem which causes a no cool situation. Let me know more about this frost buildup and what you have done.

Check the fill tube for the ice maker and make sure it is in the correct place. This sounds like the fill tube has been moved and is running water into the freezer instead of the ice maker. Let me know what you find. I am here to help you.
