On most PC's it is an indication that the battery is dead and getting ready to shut down the pc. Thus, may answer why it wont turn on. If it has some age on it MY guess is the battery pack has failed and won't accept a charge. If the charger is good, remove the battery and plug in the charger and see if it will turn on. Some PC's require a battery to operate. You may be lucky. Battery packs are available at placed like Amazon and Ebay and Yahoo.
1 Turn the EasyNote notebook computer on, and allow the operating system to boot up completely. 2 Click the "Start" menu button. Choose "All Programs" followed by "Accessories," "System Tools" and "System Information." 3 Click the "System Summary" option in the left pane of the "System Information" window. 4 Locate the "System Model" entry in the right pane. Directly to the right of this text, in the "Value" column, is the model number for your EasyNote notebook computer.
Look at the keys on your keypad. Do you see one that may have a webcam symbol on it? If so try holding down on the Fn key, and pressing down on that key at the same time.
If this information does not help, then when Windows is loaded, and running, press the Start key, hover your mouse cursor on All Programs, go to the right, hover on >Packard Bell>drop down to >Security and Support>and then Packard Bell InfoCentre.
Click on Packard Bell InfoCentre. On this screen look at the icons across the top. Click on the icon all the way to the right. -> Guides It has an icon of a book in it. Look for Webcam.
try press f5 when system is starting up then go safe mode, then try to restore your system to earlier setting with system restore. system restore is located on start/accesories/systemtools/system restore.
Packard Bell only seem to have a european site from what I can tell. If your wife can understand the language, check out the belgium site for W3903 by clicking here and see if you go through the troubleshooter, whether they would be prepared to repair it from a non-european shipping address. If they would not, it's not likely you'll find anyone who deals with it, as Packard Bell seems to be an exclusively european brand.
