You don't have to activate them, you just plug leads in and connect the other end in to the correct device.

From the looks of the TV manual you have everything right, so it's very odd you're running into this problem.
Have you tried swapping through the sources? I find with one of the TVs we have on display at work that any time I'm having some troubles with it I will change the source from PC to something else, then back to PC.
If that doesn't work then I'd suggest you try reseting the sound settings back to factory default. The instructions are on page 45 of the TV manual. From the TV menu select "Sound", then "Sound Reset", then either "Reset All" or "Reset Sound Mode". I would suggest reseting all.
Last option would be to try using the headphone jack in the side of the TV, though this is a last resort kind of thing since you would have to unplug it every time you wanted to use the cable box.

you mean your tv doesnt recieve signals from your computer try using a monitor and a tv first at the same time then go to the graphic video to change it from monitor to lcd tv.

You must purchase an adapter that converts USB to a VGA Port. That is the only way!! Tigerdirect.com has them fairly cheap. I know of this because I did this exact thing and it works perfectly for me going on two years now!! Try It You Can Always Return in 30 Days @ Tigerdirect.com

You cannot use the VGA port, AND a graphics card. It is either use the graphics card, or use the Integrated Graphics of the computer.
(The VGA port on the motherboard is Integrated Graphics)
Use two off of the graphics card.
Advise Do Not use a splitter, to run two monitors off of the DVI or VGA port of a Radeon 9250. You'll get low quality graphics. (In case you're thinking of running one monitor off of one port, and two monitors off of the other port)
If you want to run three monitors, I advise getting a computer, (Motherboard), that has two PCI Express x16 slots.
Depending on the graphics cards used, Nvidia or ATI, you will be using SLI, or CrossFire.
Going back to using dual monitors.
