Question about Westinghouse SK-32H240S Television
I have tried going into menu to turn off closed caption but it says that it is off but it is not and continues on every channel that will allow it

If your remote is not allowing you to navigate through the menus, you may need to replace the batteries.
If this does not work, in the meantime you should be able to navigate the menus using the menu button on the TV. The Closed Captioning option should display under Channel Settings.
