If the fuse is in direct line with the main power supply, the supply itself has failed.  If it is on the output side of the supply (there may be several different voltages present), the next place to look would be the backlight circuit that generates the somewhat high voltage for the fluorescent backlight. 
None of these points may have an obviously bad part and would require some understanding of electronics and at the minimum, a multimeter to troubleshoot.
What you can do by eyeball is to look for a separate board (there may be two; one for the low voltage circuits and the mentioned backlight supply) and examine them for signs of failed capacitors that may have caused further damage so that finding and replacing these may not cure the problem. A catastrophically failed cap will have a bulging top or crystaline deposits around its base. These bear markings in volts and microfarads such as '47uFd 16V.'
Replacement of these would require a decent soldering iron, rosin core solder and some care since the circuit boards may be easily damaged.
I doubt that whole replacement boards will be available since Ilo has sunk back into the pit that Walmart got them from. They were being serviced by Initial Technology in California but I think they are denying any relationship to the company that made these turkeys.

Where is the hdmi connection?


The Ilo IWT3206 is a CRT type TV; it does have an ATSC tuner to support digital OTA TV signals. It doesn't have an HDMI port. The best input it has is the component video in. There are HDMI to component converters. However, most of them have issues with digital rights management protections (HDCP). The manual for the Ilo IWT3206 is available from the manufacturer (Funai). The iLo IWT3206 TV provides two built-in -- or integrated -- TV tuners: a National Television System Committee (NTSC) tuner and an Advanced Television Systems Committee (ATSC) tuner.
While the NTSC tuner allows iLo IWT3206-viewers to receive analog, free-to-air TV broadcasts, the ATSC tuner allows viewers to receive digital TV broadcasts via a cable or satellite provider.
The benefit of having an integrated ATSC tuner is that it negates the need for a separate cable box or satellite receiver, which can take up space.

Does ilo model #IWT3206 television have reset button ?


It does not appear to have a reset button or any type of reset menu option. http://www.funaiservice.com/manual/ILO/Manual/IWT3206.pdf Some TV's will reset by simply unplugging them from the AC outlet for 1-2 minutes then plugging them back up.

If you tv is blowing fuses it might mean you have a short in it. The fuses are a safety feature. Best thing to do is bring it to a repair shop. I do not suggest for anyone to open a tv without the repair knowledge.

Failing power supply- 
Nearly all modern electronics uses a 'switched mode power supply.'
They are more efficient, also much more prone to failure but offer the added benefit of being designed so a 'downstream' fault will cause the supply to enter a cyclic state to avoid setting fire to your home.
The supply itself will also cycle if it has an internal problem; once again, to prevent destroying itself or anything dependent on its outputs.
 
Supplies built a couple decades ago could only do this by blowing a fuse and there are conditions that can occur that would not blow the fuse but would allow overheating and further damage as well as fire.
 
The most common failure is of electrolytic capacitors which sometimes will show their illness by causing a bulging top or depositing a crystaline trace around their base.
Often though, they show no outer signs of failure but their value can shrink to tenths of a percent of the specified due to poor seals and defective chemicals. These can only be found through measurement with a capacitance meter with a DF (dissipaton factor - loss) capability. 
They will be in size from ~ 3/8" to 2" in height, ~1/4" to 1 1/4" in diameter, cylindrical, perpendicularly mounted on the board.
They will have markings on their shrink-wrapped sleeves (color can be any) and range from ~ .1 to several hundred uFd. with voltages from 3-4 volts to hundreds.
  
Power supplies are often mounted on a separate board (since they are often outsourced) so if you are adventurous, take the back panel off and take a look.

the problem is one of the four diodes in the power supply.(i had the same problem) .the only other thing that would cause this is a shorted horizontal
output tranistor
