You need to know how much ram the laptop can take. If it can take 4 gig then that's ok as long as the 2 sticks are the same make, speed, voltage etc. You can mix different makes but it's best for compatibility to use the same make / specs in each slot.

no it will not work the manufacture of the laptop is made by in that period is 2 GB is most high. That will be the most of the computer and laptops are sold by upgrading the components.
but most of the computers and laptops are not more upgradeable because the new models are introduced day by day they want lanuch the new computers and laptops so you cant upgrade to 4GB . maximum is 2 GB in your laptop.

...a few ideas...
1.) Try reinstalling the RAM. Clean the ram dimms and the slots before you plug the ram in again. This might be due to some dust in the ram slots.
2.) Try plugging in dimm no1 in slot no1 and leave the second dim out. Boot and see if it detected it. Then do the same with the second to see if one dim/slot is not working.
3.) Check your bios options.
4.) Try updating your bios.

there are two hings to be noted here
1. the toughbook supports DDR2 SDRAM check to see if u have the right thing installed
2. the toughbook is expandable to 1536MB roughly1.5GB while you have put in 2GB and the possibilities are it is thus rejecting
try taking off the expanded ram chips and if it works then try expanding to 1.5GB (meaning add only one 512 RAM Chip) first and then check
