it could be a low lift blade on it. try to get gator blade for mulching..... or a high lift blade. lol, size does matter!!! this may fix the issue. there is so many blades out there now, experiment till you find what your looking 4......

Just make sure the mulch blade does fit your mower. Also, use something substantial in terms of strength to close the discharge opening. There can be a good deal of force placed at the opening from flying debris. You'll also want to make the cover removable, so you can mow damp grass without the cover.

A regular blade has a straight cutting edge, a mulching blade is bent to have a high and low cutting edge. Even if you have a mulching blade on, if the grass is too high or wet or you're cutting too low, it won't do a good job and may require a second pass.Raising your cutting height can help.
