Remove the lens, clean the contacts, reattach the lens. Jiggle it a little to seat the contacts. If that doesn't help, either the lens or the camera needs service.

Turn the aperture ring on the lens to its smallest setting (largest f/number) and lock it. You control the aperture from the camera, the same way as on a lens without an aperture ring.

How to shoot a picture (generaly)

press the power of the digital camera, wait until the camera is ready
select the object , press the shutter HALF way and wait for the camera to focus and lock on the target than press the shutter all the way

the best digital camera's can focus and lock and shoot in less than a second.
the advantage of digital camera's is that you can see the result directly after taken the picture

I have recently shot some pictures with my canon 580 EX flash. pictures seemed to be a bit underexposed. My camera is a 50D pictures shot at ISO 200. The lens was a canon 17-40 F4 L. Is is possible that...

It all depends on the environment you're shooting in. When shooting a wedding reception for instance inside in the evening I will generally use ISO 800 and I quite often use FE Lock which is very handy. FE Lock will pre-flash the speedlite and meter the result based on the center focus point in your viewfinder (it doesn't matter if you have set another focus point it will always meter to the center one so make sure that is over your subject when you use it). To use FE Lock press the button near your thumb that has the * symbol with the center focus point over the subject. You can then re-frame the shot if required and take the picture. The camera will take the picture based on that flash setting and you should find that the shot is better exposed.

Is this a point and shoot camera? If so, you can't set the shutter speed.

Blurry images on camera

When operating any digital camera, the camera tries to capture the best focus and exposure for that particular scene. By pressing the shutter button half-way down, the focus and exposure is being set. There will be a green circle on the upper left hand corner of the screen, then your camera is ready to take the picture. Slowly depress the shutter the rest of the way down to take the picture.

Also try to reset the camera back to factory settings as there may be a setting that is causing this issue to occur. To reset the camera - go to Menu - left arrow to reset - highlight Yes and press ok. This will reset the camera back to factory default settings. See if the blurriness still occurs. If it is still blurry you may want to send to Olympus for evaluation and repair service.

My olympus FE-340 does not start in shooting mode

That is how the camera is supposed to function. When the shutter button is depressed it automatically assumes you want the camera to be in shooting mode to take images.

Shutter speed

shutter speed has nothing to do with battery power. If you have a SLR camera you use the shutter speed option when you want to have control of the shutter speed, slow shutter speed means if your taking a picture of a waterfall and you want to see the actual droplets you set a slow shutter speed, if you want it to look more smooth/flowing you set a faster shutter speed, if you do not have a SLR camera you probably dont have much say so in shutter speed...
