Lens is stuck half out and will not take a pic. Reads the card on playback OK. Does not appear to be a jamming problem as I can manually wind the lens back in when I access the cogs and it appears completely free to travel with no stiff spots. More like a failed zoom motor maybe or the electronics that drive it?

The system control board has shut the camera down to prevent damage, the lens housing will need to be replaced because you have two problems, one the lens is jammed and second the shutter is open, the cost to repair will be equal if not more than a new one.
Try this: Remove the batteries at the same time that you remove the camera's
memory card. This will allow the camera to reset. The camera does not
require the memory card to operate, so leave the memory card out as you
reinsert the batteries. If the camera turns on with the memory card out,
but not with it in, you may have a corrupt memory card. Contact the
memory card's manufacturer for a replacement. Turn on the camera in playback mode. This mode allows you to turn on the
camera without extending the lens. If your camera is already set to
playback mode, it may appear the camera is not turning on when you press
the "on" button, because the lens will not extend.Contact Sony if your camera still won't turn,if you bought your camera new from a licensed retailer, it should come with a one-year manufacturer's warranty.

Its lens error in your DSC-W35 camera. Lens mechanism is either stuck or not retract completely and system control sense this error. Please replace lens assembly to get it fixed because lens mechanism is not repairable. Thanks.
Hi, As in short answer you have to replace the optical lens assymbly.Because due to heavy jurk its motor called sledge motor stsrt malfunctioning and it can not be changed component level.
