Sorry to ask the question but, did you press the charge button and not just plug it in? I have had mine for over 2 years. I paid less than $30 for it. I know it is noisy but that is the only complaint I have with it other than one battery finally gave up when working in the hot sun. I am looking to buy more batteries because I already have a Makita and a Ryobi with bad batteries (I use them a lot) and with the price of the battery being at least twice the cost of the drill batteries charger and case I am staying with Kawasaki.
Doug Sorry I just saw the date you wrote, may help someone.

I have KAWASAKI 21.6v Cordless Model Number 691221 S/N 0808006809C and it won't charge at all. Can it be fixed ? Is there a Recall on it ? and where can I get a Replacement ?

need to use a meter and test battery and the charger to see which one is at fault --also check that contacts are clean and not damaged --most hardware, home stores carry the line or you can call and ask for a distributor in your area and their is no recall on the unit

Need a battery charger for the 21.6 volt battery

It will work if it is of the same charger/receiver style. The only issue is that you will only be charging to 19 volts and not 21.6, I would estimate by doing some simple math that you would lose about 6-8% of the batteries capacity but you would be able to use it.

The charger does not charge the batteries, the light does not come up when the battery is hooked up and the charger plugged

You can go to AllTrade tools and search your tool. If your model number is affected there is a recall notice on Kawasaki tools. They will send you a new charger kit, transformer and base.

Kawasaki 19.2 cordless drill

I will go one further, they had a recall of their batteries which could have led to your problem back in 2007 and the chargers on some of them also. I would again call the number and give them the date codes from both and then try again at getting it replaced. Their are a lot of posts online for this to be a simple occurence, The battery could have shorted internally causing the switch to melt and there would be a potential for user injury also. Let me know if you find anything out and if you have there web address I would be interested.
