The hinge has plastic locking pieces that have broke off. I am looking to replace that specific part of the hinge. Right now I have it zipped tied and not able to fold it up with out cutting the tie strap off.

MasterProblem suggests that you have identified the defective part. Can you try extracting the part using the proper tools and taking it to the nearest hardware store which deals with the spares of this kind to pick up replacement.If you can do that it will be great else you consult a service engineer for assistance.
