I did a system restore on my PC a few days ago because sometimes when I would use my mouse scroll, instead of scrolling down the page, all my fonts would just get bigger if I scrolled down an then smaller if I scrolled up. (So weird!) Also, I'd be about 3 to 5 scrolls down a web page and the browser would kind of refresh or something and pop me back to the top of the page. So, that's why I did a system restore.

Now, since doing the restore I get this message over and over again many times each day saying that rtl100.bpl can't be accessed and may need to be reinstalled.

You need to install .net 2.0....evidently you have an application trying to access it. You can find it by doing your Microsoft updates.

There are several reasons why that file might corrupt, an
add-on of some kind being the main suspect. Go to start/run, and type:

iexplore -extoff

to see it that stops the error.
If not, try refreshing all system files with :

I've seen many sites to fix this problem. I didn't even know how this happened. I must have downloaded something. It will not let me go into different sites or order a travel ticket. Help.
