I have a ViewSonic VG171b monitor. Whenever I turn it on, regardless of whether or not a video source is connected, the screen goes nuts. What happens is hard to describe, so I made a video:
I don't really know what it could be, and I want to know whether or not this is fixable. I don't have problems with replacing parts on my own or even soldering, but I wouldn't have the slightest idea where to even start.

- Hey, I'm game. (I'm going to assume by "card" you mean a card inside the monitor itself. I should have specified - that video is with nothing plugged in to the monitor.) I have a multimeter, a soldering iron, and the expertise to use both - the only problem will be free time. We can ping back and forth on this, though, when my schedule opens up a bit.
That appears to be a problem in your video card.
It is possible that a bad connection to the board or from the board to
the back of the screen is loose, But I think it is the card.
It possibly is a voltage regulator on the card itsef. I have seen voltage regulators cause this effect.
You'll have to open it up and check voltages.
Shout if you decide to go that far and need more info. Check and clean all the connections first.
I haven't done work on this model, but with a picture, I may be able to lead you there.

- Yep the card in the monitor is what i meant.
IT DOES THAT WITH NO VIDEO INPUT !!!, Must be picking up on an onboard startup screen menu.
