I have a user with a 6402d phone and the voice mail lamp is not showing on when the user have voice mails. I had remove the phone and tried with another phone and still the light does not come on on the other phone. I have ITT in and out the phone, and released the phone. Nothing seems to work. The settings in Avaya are set correctlly.

Voice Mail is not a function or feature of any telephone set,
nor does the GE 29581 phone have an Answering Machine
System that might be confused with Voice Mail.
VoiceMail is an option offered by some (not all) Telephone
Service Providers. Check with your Telephone Service
Provider to learn how to go about using theirs if it's available.

To retrieve voice mail you don't need the manual. Call user's attention of you cell phone sevice provider and ask them what it the numeber you should call to get voice mail but you should remember the password. If yo don't know the password, there is no way to get your voice mail
Easiest way to reset the phone is to unplug it then plug it back in. If you are talking about resetting the voicemail associated with the phone extension, that's a little more involved.If you need the voice mail reset, you need to have the voice mail administrator (typically the receptionist) go into his/her voice mail and choose the MGR option if using the display "softkeys" and follow the prompts to reset the users security code or voice mail acct. If softkeys aren't available, follow the voice prompts to "system manager" and either delete the security code or reset the extensions voice mail entirely.

Setting voice mail, is only done, through the phone, not by, the phone. page 6 shows you how to log/In out. You need to do this first to be able to access the voice mail. Again, in same page, it shows you step by step via a drawing of buttons, each row of words explains another way to call forward, you just press the corresponding numbered button
This is a phone system phone. What you are looking for would be a feature of your voice mail that is connected to the phone system.

Sounds like you either have a KX-TDA200 or KX-TDA100 phone system. Usually voice mail is an optional feature and has a separate part number. You could also have voice mail service through your phone service provider (like Verizon)

If not, the first step is to find out for sure what you have for a voice mail. If you have a working message waiting light on the phone it would be an in-house voice mail connected to the system.
The voice mail turns the message waiting light on and off. The voice mail is a separate part from your phone system. Usually this is a standard setting at default for each extension but most voice mails will allow you to turn it off.
Any way you look at it, this would be a system programming issue. You will need to either pay a company to make the change or you need to know which Panasonic system (and voice mail) you have and obtain system "programming" manuals. (not user guides)
