got this off the manual for the IS 7800

CLEANING
Remove water container and clean the main unit with a damp
cloth. To maintain maximum performance, your steamer must
be descaled occasionally. The descaling intervals will depend
on the water quality and the frequency of use. The unit should
be descaled at least once a year or every 100 hours of use.
For descaling proceed as follows:
1. Unplug the unit and remove water container from main unit
by releasing container lock and pulling up.
2. Fill it with fresh water and shake vigorously to remove any
scale. Pour out the water and repeat if necessary.
3. Purchase a quality decalcifier agent and follow the instructions
of the manufacturer for the proper ratio of the mixture
to water and use.
4. After filling the water container turn it up and down to
descale.
5. Attach reservoir to unit, plug in and switch on.
6. Let the appliance run until the water container is almost
empty and do not steam any clothing with this mixture.
7. Unplug and detach the water container. Rinse it with fresh
water.
8. Fill water container with fresh water and repeat steps 5 and 6.
Note: If after descaling you believe that there is still buildup in
the boiler, repeat steps 1-8.

Try "cleaning it" with vinegar. It could be clogged with calcium carbonate. Replace the water with a potent solution of white vinegar and water and operate the unit until the vinegar solution is used up. I use 100% of the supermarket white vinegar and avoid breathing in the "steam." Repeat the procedure once or twice with plain water. If this works, let me know.

So is difficult to say. The best way is to take the electrical iron and see with the person, What can they do . Otherwise you must investigate in Internet if there are some catalogue or parts available with photo and take it , and get it as sample for the repair shop.
God bless you

I have the vertical commercial steamer model IS 8100. Machine lights up, no steam. The cord doesn't even get hot. I've tried to demineralize it by allowing vinegar to sit in the well of the base. Thanks...

My unit did the same thing. There is a temperature fuse attached to the heating chamber. If the unit overheats it will blow this fuse. It is not re-setable and must be replaced. Radio Shack carries these items.

Check your chamber for crude. Mine was pretty bad and I ended up filling it up with white vinegar over night. If you can get it to work, boil a solution of 1/4 white vinegar and DISTILLED water. Let it run through a whole tank of it and then run it with just DISTILLED water until you don't smell vinegar anymore. Do this every few months with heavy use.
