From the sound of the error message your video card (sometimes called a display adapter) is not directx 9.0 compatible. Unfortunately this can not be fixed with a simple free solution. The only way to solve this problem is to purchase a new video card.

IMy video card is 82945G express chipset family, with a memory of 256mg. Does it have 100% dierctx compatibility? Also do you have any idea if it should be able to run medieval 2 (a game) on windows...

Your card does not have compatibility with Directx versions 10 or 11 but it might be able to run directx 9(to check this, type dxdiag in the search bar in the start menu and see what directx version pops up). It should be able to run medieval 2 but performance will be very, very choppy

Cant find d3dx_dll at my laptop built-in video card

Install DirectX.

If you already have DirectX 9 installed, grab the missing DLL from here (the newest ones are at the bottom):

Place them in c:\windows\system32

Direct X compatibility issue with new graphics card

Hi tom2badcat, the SIMS game is very picky when it comes to graphics cards. If you look on the SIMS box you'll find their recomended graphics card list. The video card you bought is a low end 8x AGP card. You can try downloading & installing directx 9.0c from microsoft. Click on this link;
http://www.microsoft.com/downloads/details.aspx?familyid=9226a611-62fe-4f61-aba1-914185249413&displaylang=en
If directx 9.0c still fails to install the graphics card is at fault & you should return it. Listed below is a link. The link provides a couple 8x AGP graphics cards that will run both directx 9.0c & the SIMS expansion pack 2. (The graphic cards shown all use faster memory).
XFX cards carry a lifetime warranty. (No# Choice)

Below is a whole list of 8x AGP cards.

the ram usage for the games you are playing is more so its hanging up. first check the ram usage when this games are installed. the ram usage by the cpu should be less than 60% then only you can play games freely. to overcome this problem increase your ram capacity then you should not have this problem

There is a little more that you need to do. You haven't supplied what motherboard your using. That is very important, need to know info. So now I have to guess. Update windows. You must have .Net framwork ver2.0. Do not skip other .Netframworks like ver1.0 or 1.1. Go to this link & download DirectX 9.C. : http://www.microsoft.com/downloads/details.aspx?FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3&displaylang=en
Uninstall any software you installed through Control Panel. If it fail to uninstall. Download and run ATI cat uninstaller. at this link:
http://searchna.ati.com/promosearch/?site=us-en&la=en&qt=cat-uninstaller&selectsite=ATI&sp_a=sp10039240&sp_p=all&sp-x-1=col&sp_f=ISO-8859-1&sp_q=cat-uninstaller&Search.x=9&Search.y=8
Shut down your PC. Remove the PCIE card & reat it.
Enter your BIOS at boot-up. Make sure the Video section is set to PCI-E card. Save & exit. After windows finishes starting up download your lasted drivers & CCC = Catalyst Software Suite
ver7.12 :
