Question about Dell Inspiron 1501 Notebook
I believe probably the easiest and safest way for you is remove your Windows OS Passwords with Windows Password Recovery tools. I found a good one at http://www.reset-windows-password.com last week, and then I downloaded it and used it to remove the lost password within only few minutes. Furthermore, the powerful tool didn't cause a little data lose. It's worth an attempt.

I had the same problem as you. when i try to boot up in safe mode, holding down the f8 key it, opens in the same window as before, asking for my password. This kind of situation can only use the third party software. I think Windows Password Seeker is very great.

If you have forgotten the Windows password:
A forgotten windows password can be problematic.
If you have windows XP HOME edition, boot to the SAFE MODE (Press F8 during boot to get startupmenu) select the ADMIN account (Password should be blank) Once inwindows, go to Control Panel, User Accounts and reset the password onthe effected account.

If you need to change a forgotten BIOS password, you will need to contact Dell Technical Support for a BIOS Master Password.
