I assume this is a Sony camcorder since you did not provide brand or model information. The error you listed is a T reel fault, caused by the microprocessor not receiving pulses from the takeup reel on the mechanism. There are several things that can cause this:
a bad tape
a bent reel
a bad reel pulse sensor on the mechanism
some other mechanism fault not allowing the takeup reel to turn
