C13 means the deck cannot read the minidisc table of contents for some reason. Since you have no disc in the deck it probably means the laser head is out of allignment or just plain worn out.
I often see MDs being sold for parts, but you need to know the fix is usually cost prohibitve. Most likely the laser assembly in your deck is bad and will cost too much to replace. MD's are more complex than CDs and are optical/magnetic using a laser to read and a laser + magnetic head to record on the discs which are read/write many times.

Strange one this! C13 is a protection error, but the machine should play discs that it recorded. It could be that you may have to give the laser lens a good cleaning by using a cotton bud and a little isopropyl alcohol. You will have to remove the cover to do this and when you clean the lens use a gentle circular motion.
Don't soak the cotton bud when you do this but if you do, remove any excess liquid. Leave it for about 5-10 minutes then try the machine again.
If there is no change, then you will have to take it to a service centre in your area.

switching to TDK blanks as they seem to be easier for flaky players to
read, but if it's happening regularly to all discs then your machine is
unrepairable due to a total lack of spare parts.
On the plus
side, there are millions of MD units now lying unused as folks have
moved on from them and as they're mostly worthless people don't
generally bother with trying to sell them. Almost every piece of MD gear
I own has come free of charge via my local FreeCycle and Freegle
groups. Whatever you do, don't buy a used player from anyone: they're
all getting on now and the TOC error is an age-related fault which may
occur at any time.
