Best way to probably cause interference on his cameras would be to use a wireless tv sender gadget from X10 that runs $49.95.
Install it on your TV set and aim the transmitter at his cameras. The wireless signal will cause him some real grief. What can he do to you about it with law enforcement? I don't really know, but fair is fair and you can do all this legally without breaking any laws.
As a premises security system installer I always take into consider the potential interference from things like florescent lighting to cordless phones and microwave ovens. These wireless TV senders simply send the signal you are watching on your TV through your home to a receiver on the same frequency. Video Cameras even when wired to a system, are severely affected by these types of devices.

I'm not sure if this is what you are looking for, but it probably is. If you should be questioned about it explain your situation to authorities. You're not breaking any laws.
I would strongly suggest you speak with this person and ask them to stop what they are doing before resorting to fighting back. And, you may be able to go to court and get a restraining order. But, you will need to collect a lot of evidence with video cameras of your own capturing what he is doing with his cameras. Taking sensible action first, asking Law Enforcement for help and taking their advice is always the best way to solve these problems. Use the wireless tv sender at your own risk and only after exhausting all other remedies.
