Problem for Kenmore 21513 Vacuum

Switch doesn't control power on/off

The switch at the top of the wand that's supposed to turn the power on and off doesn't work to turn the power off. The vacuum runs as soon as it's plugged into the wall. The LED lights at the bottom of the wand are on... Is the switch replacable?
