Try to press f12 to do one time boot setup,make sure that the xp disk is inside and choose cdrom or usb cdrom device and keep on tapping enter, don't stop and dont mind the message that says press any key, wait until you see the windows is entering setup.

It may caused by the curreption(deletion) of important system files, You can format and reinstall xp,vista,win 7,linux,mac os . Restart computer when booting goes on press F5 Or DEL key to goto bios setup menu change boot order to first cd drive then hdd PressF10 and press Y and enter. computer will restart Insert xp,vista,win 7,linux,mac os cd. Press enter to boot from cd Follow the instructions Then your problem will solve.
some of your operating system files is missing/corrupt, that's why the main windows cannot open/load.
You will need to repair your windows operating system (win xp/vista), in other to solve this problem.
To repair your windows, you will be needing a windows operating system CD, insert it into your player and run setup. While you are installing, it will get to a stage where the system will ask you if you want to restore, click restore and the missing/corrupt files will be reinstalled.

At the first screen you select install Win XP (not Recovery Console) and at the next screen it will find that you already have Win XP and offer to attempt a repair. This repair should not touch your Applications or data; it just reinstalls the Windows files. This is great because when it works you don't need to reinstall all your software.
If the repair does not fix it :
If you have documents you need,you would have to set the hard drive in an enclosure and copy the files over. Then you can run the Dell recovery disk . This will set it up as when it came from Dell.

The best thing to do is borrow a Win XP cd from a friend and do the following:

This repair should not touch your applications, it just re installs the Windows files. This is great because when it works and you don't need to reinstall all your software. This sounds like a corrupted software file. Please use your installation disk and reinstall the sound driver file. This will overwrite the corrupted files and upon the machine rebooting you will have gained sound operation again.
Unfortunately you dont state the model/maker/windows operating system and cannot help any further with instructions/manuals/driver files.
