Windows could not start because the following file is missing or corrupt:<windows root>\system32\hal.dll. please re-install a copy of the above file.

Boot the system to safe mode by pressing F8 when the system is booting up, if it boots up then restore the operating system to a date when the system was working fine....else we need to use the WIN XP cd to boot the OS and repair it.
