I had this same problem with my big screen, it may be your connections. make sure they are all tight and make sure your cable wire isnt defective. you may also need a signal ampifier, like if you have to many tvs plugged into cable throughout your house. in my experience, 4 is about all you can have without messing with signal strength

this fault is caused by defective electrolytic capacitors in the vertical deflection circuits, they need to be changed out, do this before it causes more problems, there are no adjustments for this anymore.
If the picture rolls while both on cable as well as when you playback a tape or DVD, it could be caused by a bad filter capacitor in the power supply or vertical deflection circuits. If it only rolls while trying to view a picture from a cable/satellite box, then that component is likely at fault.
That is not a vertical roll from side to side, this is a horizontal rolling. if the vertical had a roll it would be going from top to bottom. This is most likely a coupling between the horizontal sync circuit and the sync separator circuit. Good Luck
This is a problem with the low voltage condition in the main power supply or the sweep supply, or there is bad capacitors in the vertical driver circuit, or the PIP circuit if there is one. the best way to troubleshoot this would be with a schematic, measure all the voltages and see if there are any lower then normal levels. In the vertical and PIP circuits, you will need an ESR type capacitor meter. if you dont own this equipment, or have had no experience working on solid state electronics, play it safe and call in a tech to assist you in this repair.
