Laptops can run without battery with the AC, and it's fine, does not harm.
But however, I do not recommend you removing the battery and using the notebook with AC adapter only. The notebook is designed to be portable and with battery plugged in. In addition, using AC adapter only may cause the system to overheat since it is getting and using direct power from the power outlet.
Sometimes when you take out the battery your laptop doesn't work.
But that issue usually is related with some problem with the connectors of your motherboard.

That depends on the model of laptop.
But there should be no reason why not.
Some laptops have a charging circuit check built into the start up routine.
If a part of the circuit is missing, i.e. the battery - it won't start up.

I am facing a similar problem with 5160 and my power button will not power up the laptop. I presses the shift key, it got powered up (offcourse only fan started but the screen is black)

The blinking orange battery light generally indicates that the battery isn't working properly, usually going out and not charging properly. In this case, since the adapter will not power the machine without the battery, and it should, I'm going to say that the adapter is going out and not getting the proper amount of power to the system. Try replacing the adapter. Be sure to replace it with a Dell replacement, the Targus brand universal adapters do not work well with Dell machines, and in most cases won't work at all.

You may be able to get a battery charger but its rare.
If you do wish to use the AC adapter, take care with positive and negative. Also the voltage of the battery is actually lower than the AC adapter in order to get charged. I don't know what is going to happen if you do choose to use AC adapter as battery. 75% chance that it will work.

It sounds like you have a faulty power jack, and possibly a dead battery as well. You should take it to a person you may know that can order and solder a new one in or take it to your local electronics repair shop. I do repairs like this on a daily basis for my computer business.
