Not the exact Toshiba Satelite #, but it is delaying everything I do. I have deleted photoshop, and photoshop elements. Deleted photos, and not much else I could delete. Defragged and Disk Cleaned.

Try this.
Go to START, RUN, type msconfig into the RUN box.
When this window opens click on LAUNCH SYSTEM RESTORE and restore your machine back to a time that it worked ok.

Your machine should use the AC97 codecs from Realtek.Should the standard AC97 codecs not work try the HD codecs which arelinked from the same page.

you can also try alternatively

Stop using the computer
Do not install any new software or save any new data after file deletion
Do not try to run the system utilities such as Defragmenters and volume repair utilities
Do not run CHKDSK
Do not attempt to format the drive or change the partitions
Download and install the trial version of Disk Doctors Undelete on a healthy machine and connect the hard drive containing deleted files as a secondary drive and test run the program to see if your deleted files are found
If yes, then proceed ahead recovering your deleted files.

Here's your geek-steer ...

You have of-course first let your Windows "Device Manager" take a crack at it? Or is that the driver that got "deleted" and it was troubled in some way? If not:

  1. Start > Run... > type "devmgmt.msc" (without quotes), then "OK"
  2. Ensure you're connected to the internet
  3. Locate the device under "DVD/CD-Rom drives", then right-click > "Update Driver" with "...recommended" choice selected.
It will search the Windows HCL (Hardware Compliant List) database of tested and approved drivers for the device and install automatically.

IF afterwords you discover that that driver is inadequate, THEN search the manufacturer's website and/or other download sites for a suitable replacement.

click start find my computer and right click and select properties, should come up with system info and a tab at the tob "device manaager" secet device manager and select action -> scan for any hardware changes.

This should reslove the issue. failing that use system restore using restore point before doing factory restore

to do this click start and type in rstrui.exe press enter

Was it the preferences file that you deleted? The description you gave to your problem sounds like your running a windows machine instead of Mac so i'll give you keys for PC. While program is launching hold down the following keys "Control+Shift+Alt" then when there is a screen that asks to delete the prefs files select "yes".
