First try to use your video card to another PC which that video card suits the voltage requirement, and monitor requirement, if the result is still the same, try to return it to the store and buy a new one, and if the result is good, maybe it's time to upgrade your Power Supply, and your monitor.

Video Card not working.

Connect your monitor card into your origional monitor port. Boot to BIOS and disable the VGA port. Save and exit. After re-start, shut down and install the new AGP.

Did you try to reinstall the game? Do all windows updates? Did you have all recent drivers? If thoose are all done, try a reinstall of the OS. with all drivers.

Game textures problem

Try uninstalling the driver and all nvidia products, download the latest driver from nvidia's website. If that doesnt work, then your motherboard is the problem. Older AGP motherboards tend to have problems witht eh geforce 6200/6600 series cards, I recommend updating those drivers and seeing what the deal is.
