Could be it is defect, or the battery is defect, or the battery contacts are dirty and or oxidised. Even a tech, with the camera in his (her) hands, will need some time to make the correct diagnose. Dirty contacts (battery and in the camera) can be cleaned with a dry cloth and or cotton swabs. Never use anything sharp in or close to a camera.

http://www.vastercable.com/index.php?cPath=41 something like this ..but the best way is to get from ebay a multi mini usb adapter so that you will be sure it fits...but if you recognize the actual plug you can almost type data cable on google and you will find lot of sites .. another easy way ..is to use a card reader if you have a SD card on this type of camera ...I read about but all I understood is that it has a SD and a 16M built in ...Im not sure if it the same or it really uses a SD card ... if it has...all you need its a 3 dollar card reader from ebay... usb plug ...
Try different batteries. You might have got the cheap knock off ones without knowing it, or see if the + and- are in the right position- sometimes in digital devices (not just cameras, but cd players and radios too) the polarity of the batteries gets reversed.
