Question about Gateway 400E (400EB) PC Notebook
Model M 460E it wont power up,with or without the battery in place. When using the A C adapter, when you press the power on button a red light flashes on the front of the laptop.
That typically indicates a powersuplly malfunction (not providing enough power) or, more likely, a motherboard issue.
The best way to rule out the first part, which is the easiest, is take it to a local repair shop or radioshack and see if you can borrow a power supply to test. Make sure it is the same voltage and similar amperage. This information can be found on either the bottom of the power supply brick or the bottom of the laptop itself. Something like "19V 4.3Ah" which means 19 volts DC at 4.3 amp-hours, or amps. Amps are not important at this stage just for quick testing. Using a power supply with too few amps could burn out the power supply exceptionally quick.
Most of the time you can get replacement motherboards on eBay for cheap. The down side to this is that laptop motherboard replacement is far from fun. From experience, I tend to avoid repairing laptops due to that fact. You could be exceptionally lucky and have a special, seperate, power board inside the laptop. This is not common and not likely. It is most likely connected directly to the motherboard.
If it is truely the motherboard and you found a cheap replacement, the cost of professional installation could warrant the cost of a new laptop. You could always compensate for the price of a new laptop by selling your current one "as-is" on eBay.
If you do dispose of your laptop, you can always pull the data off the hard drive. Easier than it sounds unless whatever caused the motherboard to fail caused the hard drive to fail as well. A simple 2.5" laptop hard drive to USB adapter can be found for mere dollars and allow you to plug your laptop hard drive in and copy the data off it. I carry a 30gb laptop hard drive in a usb encloser with me all the time.
Hope this helps!

Not good..sounds like either the power supply has not enough juice, or the mother board is unhappy..check the power supply for proper voltage as indicated on bottom of the power supply..
