Question about AT&T 650530003417 Cordless Phone
I was having some problems with my caller id so I took the battery out of my phone and replaced it to see if that would fix the issue. After putting the battery back in I realized that there was no dial tone. Every time I hit the little green phone button to make a call, the screen read other handset on or out of range! Please Help!!!

Found the following in AT&Ts FAQs for your phone, I'll leave only what might be relevant: # Charge the handset for 12 hours. After the first charge, the battery will quick charge in only 8 hours. Re-cradle the handset nightly for recharging. The battery will not overcharge. # Connect telephone line from base to unit to modular telephone jack. If cord is already plugged in, unplug and reconnect at both ends. Also, you may want to try another cord from a working telephone. See the owner's manual under "Connecting to Phone Line." (you can get the manual here on the product page in case you lost it) # Try a working phone at the jack. If another phone has the same problem in that jack, the phone jack is defective. Your handset is no longer communicating with your base. Depending on your model, the solutions can be a couple of different options. Nonetheless, give this a try. Power down your base, and pull the battery out of your handset. Plug the battery back in the handset and set the bad handset in the base cradle, and then power up the base. Wait about 30 seconds, then give the phone a try. If it still does not work, then you need to try to "re-register" the bad handset back to the base. Look in the manual under "registration" procedures. Hope my help fixes it for you. Good Luck, CG

The problem is possibly the keypad on the phone. Try another phone , preferrably a standard corded phone. If you still cannot break the dial tone, then the problem is with the telephone line (phone company)

You’ll need either a 6-button or a 24-button set SPIRIT CS administration.
First the control unit ADMIN switch must be ON, the administration overlay must be in place on station 10, and the set must be plugged into control unit jack 10 (call processing is interrupted only at station 10).
After moving the admin switch, and before dialing Ftr 7 -
From station 10 press intercom,
Then Press Ftr 7.
Each line indicator light will show the current dialing type for that line. If the light is OFF, that line is set for touch tone dialing. If the light is ON, the line is set for dial pulse
To change the dialing type for a line or lines, press the line button(s) and dial the
appropriate digit from the table below. You may press more than one line button to make the change on more than one line. If you enter a digit without first pressing a line button you will hear the error tone.
Be sure to turn the admin switch back off when you’re finished.

I just encountered this same problem on my phone. To resolve, you must hard reset the phone as follows: unplug power cord, unplug phone cord, remove all batteries. Leave disconnected in this state for at least 10 minutes. Now reconnect in following order: reinstalling batteries, reattach the phone cord followed by plugging in the power cord. This restores the phone to the original settings. You will lose items in memory, but the phone dial function should be restored. This was recommended by customer service and resolved my issue which sounds identical to yours. You can now proceed with resetting up your phone as desired.
