There are a few reasons why your computer can be hanging.
1: Check to see if there is dust inside the computer. If there is a lot of dust, then remove all the cards such as graphics card, memory and also remove the processor and its fan to remove all dust. Dust is a known cause as it traps heat and can cause the CPU not to run properly. If you are not sure of how to do this, then please get a qualified computer technician to do this for you.
2: The other known problem is you could have a conflict with software or even hardware. Have you recently installed any new hardware in your PC. If you haven't, and isnt a dust problem, then its a software problem, its possible you may have a virus that is not letting your PC restart properly, but I would uninstall any software you may have installed before this problem started occuring before considering a virus
