With low battery my ipaq 6965 mobile phone turned off. When I tried to switch it on by recharging the charging indicator stays red and never turns to green which usually happens when it is fully charged.and while charging the red light even turns off by itself.I haven't seen my phone working for 4 months.

the USB cable plugged in to a powered PC? Could be cable or battery
issue. Red light means that the battery is very low on juice. Return it
to where you got it from if you can't solve it on your own. you want a repair service

I've had this happen. Try a soft reset, if that doesn't fix it - try a hard reset. If it still does this, you will need to replace the battery. It may either be a problem with the battery itself or the power regulation circuit that is built into the battery. Either way, replace the battery and it should fix it. Word of warning though, some aftermarket chargers actually reverse-charge the battery - I had a USB charge/data cradle that did this and I still have short-lived battery life on my new E2 battery if I use that cradle. I just stopped using it because it kills my E2.
I just had this happen to me yesterday. I fought with my phone for about 3 hours removing the battery and trying to restart it. It would take about 5 minutes for it to finally boot and once it did the touch screen would not work. So I did a hard boot and within 5 minutes my phone was back to normal. I lost all my contacts but I just did a restore with the backup software. To do a hard boot hold down the red and green buttons on the front of the phone and push the reset button on the bottom of the phone with the stylus. The reset button is on the right side of the power/usb plug. As I said my phone was back to normal in just a few minutes.
Your battery is very very low. The red light is indicating an almost dead battery. In fact, you may have a battery that is too low to charge. Or you may have dead cells in the battery that require you to purchase a replacement.
