The subsidy lock is only given by your phone company provider therefore if you don't enter it correctly it locks the phone. This code is given by motorola only to the cell phone companies so if for example you have a tmobile sim you would call tmobile and tell them that your phone is asking for the subsidy lock code.

Are you inserting CDMA network SIM card ?You can try to insert GSM network SIM card. But you need to unlock your phone from current network lock.To unlock your Motorola clutch[Motorola Clutch i465] cellphone from Network lock, you need an unlock code.To get this code at low cost visit the site Unlock-zone.com here you need to specify the IMEI number of your phone,Country,Network provider to which it is locked. Then they deliver the unlock code to you through E-mail.Using that code you can unlock your phone easily. After unlocking from Network lock, you can use any other country GSM network SIM card.
Open line is nothing but the unlocking code for your mobile. Unlocking your phone just removes the SIM card restriction so that you can use other network's SIM card. To get the open line (unlock code) for your Motorola model mobile, just visit this site www.wickedunlock.com/motorola-w490/rs11wp9,In this site just give your IMEI number , country & network lock after that within a short period you can get the code for your motorola mobile............I hope this is helpful for you.......
Contact your network service provider and request the subsidy unlock code or purchase the subsidy unlock code from a third-party. I have posted a link below to an online service that supplies Motorola Subsidy Codes for £7.00.
It seems that your cell phone is having trouble reading the SIM card. You have two options. First you can attempt to clean the SIM contacts on your device. To do this simply apply a small amount of alcohol to a Q-tip and gently rub over the gold contacts where the sim card normally goes, this will help to remove any dirt build up and provide a better connection. Second, contact your service provider and request a new SIM card. Sometimes SIM cards can go bad similar to a memory card failing. A new SIM card maybe all you need.

That model is for a 2G Network. If your service provider has
upgraded to a 3G or 4 G, you may need to upgrade to a 3G phone. Technology many
have left you in the dust. 3G is the third generation of mobile phone standards
and preceding 4G.
