Make sure the power cord is plugged into a working outlet, and make sure the other end of the power cord is firmly seated in the power supply. also look at the side of the plug, there should be a slide switch label (112V, 240V), make sure the slide switch display 112V. (if you are in USA). otherwise 240V.

if this help you solved the problem. please rate the answer.

I'm trying to eliminate whether this is a software or hardware issue.
Your Ps2 keyboard may have a faulty key or controller that is stopping you press F2. Uisng a USB keyboard known to be good and with USB enabled in the bios, will at least eliminate a hardware issue.
If as you suspect the restore CD is damaged (Cds last a bit longer then 2 years), I'd "borrow" a copy of a windows install cd and try that

Hello,

I shoulds like you have a corrupted DNS cache or host file on your pc. I have a file on my web server that we use to correct such issues. You can get it at www.ccl-la.com/winsockxpfix.zip download it and unzip it with winrar or pkzip. RUn it on the machine with the problem. It will reset the DNS and hosts file, and renew your ip address. The machine will need to be reset and then the problem should be gone.
