There's no much need for instructions.
you just plug the hd into a USB port avaliable in your computer. the operating system should be able to recognize it a few seconds after you have plugged the hd into the usb port.
some hd may require for 2 usb to be connected to the computer for the computer to see it.. usually they come with a "y" usb cord. one goes to the hd and 2 usb type a cord go to 2 usb ports on the computer
to check to make sure the computer sees the hd. go into my computer and check if a removable storage device has appear.
also check your hd is on, some external hd may have switch to turn them on.
also check if your hd requires external power if it does it should come with a power connector that needs to be connected and plugged into the power outlet for it to work.
