I already set the BIOS setting in boot priority to CD/DVD Rom but it still boots on the HDD.
If both the HDD and the CD/DVD drive contain bootable devices, the BIOS will usually ask just before starting the HDD boot, while still on the black screen, "Press any key to boot from CD". If you don't watch for this (it's usually at the very bottom or top of the screen), then the system will boot to the HDD.
The problem is it don't even come to the point where the message "Press any key to boot from CD" will show.
I am pretty sure that my DVD is working (bootable) because I used it to install win7 ultimate to my laptop.
What's happening is after the message "Verifying DMI Pool Data" another message will appear "Booting from CD/DVD Rom.." but will not give the message "Press any key to boot from CD/DVD Rom" so it will just boot from the hdd.

You need to go to the website of whoever made the motherboard and get the BIOS flash utility and the BIOS binary file to update your BIOS. Make sure you get the right one, as using the wrong one can render your motherboard worthless. The BIOS file has to be the exact match. There is no such thing as close in this situation.
If you are not sure of the exact make and model, get te free Belarc Advisor from http://www.belarc.com
The BIOS chip holds information about your motherboard hardware. It is reprogrammable. It uses what is known electrically erasable read only memory. This is also called Flash memory. Reprogramming is called flashing. When you flash the BIOS, all data is erased, then the new data is written. The flash utility will most likely allow you to save the old contents, but you might have an extremely tough time recovering from an improper flash. You'll also probably need a couple of floppy disks, one of which may have to be bootable. If you need a bootable floppy disk, you can get an image file from http://www.bootdisk.com.

Here's a link to where you can get the manual free and it will show you the jumper options and all. Hope this helps.

You might need to change your bios settings from ide to sata. Have you already checked the bios settings? If everything is in order you might have a bad board. What have you tried so far?

There may be a need to check the Jumper settings on the IDE drive, I would make sure the jumper is in the master setting and also to try to keep the cd rom connected also when you boot it up again.

OK. You said it boots from the HDD. You also said you set the BIOS boot priority to CD/DVD Drive first. I said that as long as you had a bootable CD/DVD in the drive, the BIOS should look the the CD/DVD drive and ask you to press any key to boot from the CD. Now you say it doesn't get to the point where it asks......that doesn't "compute", since the HDD boot will occur AFTER the request as long as everything in the BIOS is set correctly and the CD>DVD is bootable. What sort of WIN 7 disk are you using? are you attempting to install WIN 7 using a disk from another PC (Dell, HP, etc). The reason I ask is that those types of disks are usually RECOVERY discs and are NOT bootable. They are designed to be used with the machine they were provided with. The manufacturer normally provides a special BIOS hotkey to access and install from these discs. You would need an ORIGINAL Microsoft WIN7 disc to do a boot-style install. Assuming that you have the BIOS setup correct, you HAVE an original WIN7 disc, and it's STILL booting past it to the HDD, then you either have a bad CD/DVD or a bad CD/DVD drive, or your system boots past the "any key" request before you see it on your screen.
