I might have the solution for this but I'm not quite sure. It worked well for me. My iTouch got dropped in water and I took it out right away. You could tell there was water damage from the way the screen lit up. mine stayed on and I didn't know quite what to do but I worked for a day on trying to get all the water out of it and then I plugged it in for a while.
At first though, it wouldn't charge and this went on for a while but since I continually plugged it in, I was able to get it back charging and now it works as well as before. So I say, try plugging it in for a few hours and unplugging it and letting the power drain and plugging it in a again for about a week and if it still doesn't work I don't know what to tell you.
