I can tell you how to format your drive but you should know that this should be done after you have tried everything else to fix your system.
I will assume a Microsoft Operating System such as XP, Vista or windows 7. Put your cd/DVD in the tray and reboot. When prompted check the box to install the OS. With this method the format is done before the install. Another (more difficult) method is to use a program such as Partiton Magic to create partitions and format your drive.
Unfortunatley if you have forgotten your password the only way to get it reset is to carry out something called a 2 pin reset, this can only be done on the motherboard and should only be attempted by a laptop engineer

just check your video card model, then go online to download the video card driver.
in case you have a build-in-video card like intel .....somethings, just go back dell.com and check your model , and download the video card driver.
Yes, just the Vista disc. Vista comes in several different versions, so do a little research at Microsoft's site, and forums around the net on the different versions to see which best suits you. Got distracted and forgot the link, here it is. You'll just need to choose your model then it will give you a list of drivers for your machine. After the list comes up, then you can narrow it down by operating system.
