Tips for a great answer:
You should be able to see where the drain tube comes out over the drain pan. Get some thin wire and run it down the tube and when it comes out in the drain pain, tie something onto it like a small piece of cloth and pull it back up through the drain tube to swab it out. The tape is no big issue, if you want to do something about the rust, there is a product that autoparts stores sell that turns rust into a hard, rigid metal. Or you can use a blow drier to make sure it is dried out and then spray rubber under coating on it.

As the water
did not drain completely then check the drain hose & drain pump filter for
any clogs/obstructions, if you have already cleaned these parts and the unit
will not work then replacing the drain pump is recommended repair. Please get
