Question about PC Desktops
Sorry to hear that you are having trouble with your Toshiba Notebook. It sounds like you just need to do a hard clear on the system.
To do this unplug the system from AC Power and remove the battery. After your do this hold the power buton down for 10-15 seconds. Doing this will clear all the power from the system and reset the internal circuits.
Next put the battery back in the system and plug in he AC Power if needed and the system should boot.
