That means that the Fan is not cooling enough, that is the reason why it is always on.

Replace the fan or have the computer inspected by a technician.

The heat sink may be clogged with dust and ifthe BIOS temperature sensor controls the fan speed then it may be compensatingfor the reduced cooling by the dust build-up.
Your CPU fanmay be faulty and not spinning freely, in this case replace the fan.
Check the fan and heat sink assembly and remove the dust, loosen the dust anduse a can of compressed air to clear away the dust.

Most of the time my INspiron 530 does not boot up. the screen is blank and the fan runs high. Sometimes it beeps 4 times. What could be the problem?

Sounds like you have hard drive problems !! Check the Bios and see if the hard drive is being recognized or it might tell you that it is faulty by not showing up at all.

Check to see if the connection of your hd to the motherboard is correct should be primary no slave
DVD/CD rom should be secondary and no slave.
Boot the bios by pressing del to check if the hd is and dvd is shown.

Hard Drive keeps revving???

What do you mean by revs? The noise gets increasingly louder? I doubt you should be hearing the hard drive. It may be a fan that changes under load or temperature. Have you contacted the manufacturer or the repair facility to inquire about this issue? Otherwise if you know someone with the technical capability. I would take the case off and you should easily be able to distinguish then if it's the fan or the drive. Do you know what fan it was that needed to be replaced? Once I have more information I can assist you further.

Fan is revving up louder and more frequently than before

Make sure the heatsink is properly seated on the CPU. If that is not the problem then you will need a new fan.

I think is not possible, because no space for additional harddisk, casing is too small, but if you release the cdrom, you can plug additional harddisk to cdrom place, but no screw mount to casing

jsut pop in the recovery cd and follow the direction.
make sur eyou remove the old HHD.
you can copy all of the files from the old HHD after the new HHD is in working order.

Adding old hard drive to new pc!

the seagate HHD (secondary drive) need to be on the same cable as the primary HHD. unless you haev SATA. then it is need to be connected to the second SATA connector on the mother board.
go to BIOS setup and make sure the BIOS know there are 2 HHD.
you should be good to go.
