If the previous light worked ok and you didn't touch the wall switch, you must have a faulty connection at the chandelier end, check the connections again. Is there a seperate switch on the chandelier?

Try turning the power off when it is down. A ladder may be useful as well.

Installed new florescent lightning and lights stay on when switch is off. What is wrong ?

What kind of switch?
Single-pole-3-way?
Does switch turn off Hot wire according to code... or is switch wired wrong and turn off neutral wire instead?
Identify Hot wire inside switch box, and make sure Hot is connected to switch:

Dimmer?
Is the light grounded?
If light is not grounded, it might not work right.
If there is a small short to ground , light may not work as expected.
Test hot wire to ground with multimeter?

Add a comment for followup after testing.

INSTALLED NEW LIGHT SWITCH IN CEILING FAN LIGHT PULL CHAIN TYPE AND THE LIGHTS WILL NOT TURN OFF WITH THE PULL CHAIN? THERE ARE 4 WHT WIRES AND 4 BLK WIRES IN LIGHT KIT WERE DO THE 2 WIRES FROM THE NEW...

twist the 4 black wires from the lights together and use a wirenut to either connect them to one side of the switch or to a pigtail that will go into one side of the switch. The other side of the switch will be wired to the hot wire coming from the fan meant for the light kit. All of the whit wires get twisted together and connected to the neutral light wire coming from the fan. If you've already connected it that way and it doesn't work, the switch may be defective.

Changed out 3-way switch with 6633-p and it will not operate light. this is a 2 location 3-way being used on a dining room chandelier.

Look at 3-way drawing in 6633 manual.
Notice that device has to be installed to Hot wire.
Only one of your 3-way switches will have the Hot wire.

Change device with other 3-way switch.
Make careful note of which wire connects to dark-colored screw. This is the common screw.

The dimmer switch will turn on and off but wont dim the lights on a chandelier. model 6681-w. tried 2 different ones with the same results.

The Leviton 6681 is a push-button rotary-type incandescent dimmer with 600Watt capacity

If you have incandescent bulbs, the dimmer should work.
If the dimmer has different color wires, try reversing the wires.
If the dimmer replaced a 3-way switch, then this is not the right dimmer.
If you have compact florescent bulbs, you need a dimmer that also dims florescent.

Link shows the Leviton 6673 incandescent and florescent dimmer

But you also need dimmable compact florescent bulbs.

My girlfriend has a leviton illumatech IP106 that keeps "not working". after a number of months. It is operarting a standard dining room 6 light chandelier. A couple of her friends have replaced this in...

As a general rule for timers and dimmers:

The Black dimmer wire connects to black hot wire coming from breaker (122V line)
The red dimmer wire connects to Load (wire going to chandelier)

The wall red wire that is capped could be a couple different things. a) It could go to a second switch that was used to control the chandelier. b) it could be another wire that goes to same ceiling box as chandelier to be used to control a fan, except you don't have a fan. In the second case, if you install a fan with a light, you could control fan and light separately.

The green is a ground wire that connects to bare copper wire in box. The bare copper connect back to main breaker box on the Neutral busbar.
White wires that are twisted together inside your light switch box also connect back to to main breaker box on the Neutral busbar.
The ground wire and neutral are a redundant safety system to protect you from electrical devices and appliances that have 'shorted'
The black hot wire connects back to the circuit breaker.

For example, each circuit breaker controls one area of household lighting. The black white and copper wires leave breaker box in a single romex cable. The romex travels to a junction box in the area where the lights are located. The junction box is usually a switch box or a ceiling box. From the junction box, the romex travels to each other switch, light and receptacle box in the area. So each box has 1 hot and 1 neutral and 1 ground that is connected in a line that leads back to breaker box.

Here's a couple pages that make home wiring easier to understand:

Fast blinking led indicator on dimmer switch. lights won't turn on. connected to chandelier. changed out all bulbs and now bulbs and indicator blink very fast.

Which product is this (the one pictured doesn't have an LED indicator on it)?

I would call their tech support number 1-800-523-9466 to diagnose (available 24/7).

I suggest this because I can think of a few possibilities (is it a dimmable load or a non-dim CFL - is it an LED load that might not meet the minimum load requirement)? And I think the answer will differ based on what product you're using - do you have a model number of what product it is?

There's more answers that are needed to diagnose, so I would call tech support.

I installed a dimmer switch it worked for a few days

your not doing anything wrong...some lights that have voltage reducers in them, such as cieling fans, cannot be fitted with dimmer switches, the voltage reducer,or transformer as they are sometimes known, inhibits the full flow of power....you have to get a dimmer pack suitable for working with transformer induced lights
