The A215 series is just a fancier version of the A200 main series.
This is a pictorial disassembly guide for the A200/A205 series,
http://www.irisvista.com/tech/laptops/toshiba-satellite-a205/laptop-disassembly-1.htm
Follow Steps 1 through 17. You can click on any photo to enlarge.
1) Remove ALL power to the laptop. Remove the AC adapter (Charger) and Battery.
2) Use a multi-compartment container for the various screws you will remove. Label each compartment for the area the screw/s come out of.
If no multi-compartment container is available, you can substitute with a clean egg carton.
Label each egg holder.
SOME screws look VERY similar to other screws. DO NOT mix them up.
3) Follow Anti-Static Precautions.
Your body carries Static electricity. Static WILL fry out (Short Circuit), the delicate hardware components inside a computer.
It would be best to buy, and wear an ESD wrist str-ap, and have the alligator clip attached to a good ground source.
(I connect to an unpainted surface, of the metal frame of an open, empty desktop computer case)
{Electro Static Discharge. One example of an ESD wrist str-ap,

This is a link to a free Service Manual, for the Toshiba Satellite A215 series of Notebook PC's,
http://www.tim.id.au/blog/tims-laptop-service-manuals/#toc-toshiba
Scroll down a little to the subheading - Satellite A10. (A10 is in blue)
Scroll over, and click on the blue - A215
The service manual is in PDF file form. The computer you are using now has Adobe Reader on it, which uses PDF files.
After you click on the file name { A215 } it may take up to 30 seconds, before the first page comes up.
The page number box is at the top of the PDF file, to the right of the Down Arrow. The Zoom In, and Zoom Out icons, for viewing size, are to the right.

The Bookmarks Menu is to the left.
Page 179 starts the replacement procedure for the Function Button Board.
In the Bookmarks menu it is;
A) Left-click on the + sign to the left of - Chapter 4 Replacement Procedures
B) Scroll down, left-click on 4.20 Function Button Board
Display Assembly, Strip Cover above Keyboard, Keyboard, and Top Cover, need to be removed in order to access, and replace the Function Button Board.
You can click on each individual area, Keyboard (Page 152), and Display Assembly (Page 155)
Removal of the Top Cover is covered in Display Assembly.
From your diagnoses of the problem, I also concur with Function Button Board replacement. (Power Button Board)
Would appreciate if you would post back with your findings, in a Comment.

Make sure that there are no objects placed on the keyboard, or
if you have one, the external keyboard. Turn off the computer,
and turn off all attached devices. Turn on the computer first;
then turn on the attached devices.
If an external keyboard is connected, do the following:
v Turn off the computer and disconnect the external keyboard;
then turn on the computer. Make sure that the built-in
keyboard operates correctly. If it does, have the external
keyboard serviced.
Make sure that the external keyboard is connected to the
correct connector.
Please feel free to ask me if you any further questions or concerns.
Also please rate me if you like my answer, that helps me alot.
