Problem seems in horizontal / vertical deflection circuits. If you have good knowledge of electronics and can test components then you need few tools like volt meter, service manual, screw driver etc to repair this model.
Or get help of local tv repair shop and ask an estimate.
Thank you.

Hi.

Sorry but according to your explanation it seems a hardware problem.
I would advise to get it checked at a service center.

If you have any question do feel free to ask me.

Regards
Faraz

Unplug the unit for more than just one minute, let say at least half an hour. Let me know how many times the led blinks, probably the unit need repair.

The TV does not turn on because there is an internal problem, like a
short, a bad voltage, or more commonly a faulty component (IC ,
    capacitor etc.).

The tv is in protect mode, try first unplugging power cord for at least one hour, so to drain power completely from tv circuts, reset eeproms settings, and clear electrostatic charges, and see if this solve the problem.

When the TV is in this state, the main Chip inside your TV
detects that there is a fault, and send the TV in protect mode,
activating a safety switch that prevents TV from turning on. The switch
keeps turning off the tv, and that is the clicking noise that you can
    hear.

Unless you have experience as a TV repair, try first
keeping TV unplugged for one hour or more. This will reset TV circuts
draining power completely, and sometimes can wake up the TV from
    protect mode.

If it does not work, that means that there is a
defective component inside the TV. In this case I suggest calling the
phone number listed on the user manual to get support from manufacturer.

Remove the front grey bottom panel of you TV (don't forget the 2 screws behind the front AV cover located just below the power button) then remove the panel behind the grey panel. You should see 2 heat sinks on the front right of your TV, place a fan near your TV and have it blowing on the heat sinks. Now turn on your TV and see if it stays on longer then it has been. If it does, your DC amps might be overheating. If they are, you might be able to fix your problem by adding in a little more heat sink compound between your DC amps and the heat sink itself. You can find the compound at Radio Shack for about $5. let me know if pointing a fan directly on the heat sinks helps.

Blue light and lamp light flashing, no picture.

Look in the owners manual for the directions on how to remove the lamp. Your model the lamp goes in from the front on the left looking at the TV. There is a thumb screw in the back on the corner holding the left front speaker on. Under the panel there is another thumb screw holding the lamp door on. You will need a Phillips screw driver to remove the lamp. You will most likely find that the lamp is bad. You will either have to order a lamp directly from JVC, a service center or a parts distributor.

Sounds like you lost the High Voltage. The beating sound is the power supply trying to start up. After a predetermined time it will quit to protect the set. This is a very common problem and typically not that much to repair. If you are not an electronics repair technician you should find a reputable repair shop and enlist their services. I would not think the cost should exceed $150.00 to repair. Good luck.
